If you recently downloaded the Vector v 1.3 from the FSS there is an error in the installer.
Here is a link to the ORBX post that explains the problem and has a batch file to correct the problem.
Post in the ORBX forums this morning points out an error for the latest vector 1.3 download and there is a fix in the post if you experience the problem pointed out in the thread.
