Ok all, I got Base and Vector installed and all is well. I missed the HYBRID box when choosing GLOBAL. Of it is missed, apparently it skips the add-on sceneries.  All is well. I just need to run the newest library and all should be good once again. That only took a month. Now I need to get IS fixed and I'll be back to where I was. All this because of the Miami scenery I added in.

Looks like IS2 is working now. I have IS2.02 so far. I am awaiting it to update again to 3 and up. This may take some time.
